Request access to a contact

Use when the agent cannot load full contact details because the contact is not visible under normal visibility rules (for example private contacts without an approved access grant). This creates or returns a **pending** `contact_access` row for the current user. If the agent **already** has access to the contact (including public/shared visibility), the API responds with **400** (`already_has_access`). If the contact does not exist, **404**. Response body wraps the row under **`access`**.
